The 2006 Minnesota State Legislature adopted MS 117.187, Minimum Compensation, as part of the eminent domain statute revisions. It is a one paragraph statute that requires public agencies to provide as "minimum compensation" sufficient to purchase comparable property. Public agencies, in the past, have been accustomed to paying what a property was worth, not what it costs to replace it.
Wilson Development Services is available to prepare Minimum Compensation Reports that establish the minimum compensation amount to replace the subject property with a comparable property. The reports are based upon the model of The Uniform Relocation Act Replacement Housing Studies.

Every tenant or homeowner relocation is unique. Our experience is vast in all types of relocation projects. We work closely with the agency and the client to minimize the impact and assist the displacee in every way possible. We believe all displacees should receive their full legal benefits, while adhering to a least costly approach for the displacing agency.
We have extensive experience with the relocation of all types of businesses and each one is unique. It is our goal to meet with the displacees early in the process to assist with a replacement site search, to discuss eligible and ineligible costs and explain claim options. We have been very successful in our ability to relocate businesses to the satisfaction of the agency and the displacee.
Relocation Appeals and Expert Witness
Relocation appeals and the threat of appeal, are becoming commonplace in public displacements. We are able to avert most appeals by demonstrating defensible positions in full compliance with the regulations.
We continue to lead in Uniform Relocation Act interpretation and defense of public agencies in relocation appeals. Excessive relocation appeals are now common place. Dan Wilson has the necessary experience to accurately interpret the URA regulations, apply them to real life situations and defend that position in the legal process. We have successfully defended six different public agencies deny $1.39 million in ineligible relocation claims through the relocation appeal process.
